Grade Levels

GS-1 through GS-15 is the grade-level category used within the General Schedule, loosely characterized by the degree of difficulty, responsibility and the qualifications required to be a candidate for a particular job. It is broken down into 15 separate grade level classifications. In the event of an employment position, the grade level assigned is the initial compensation with higher grades indicating more significant income.

In general, entry-level jobs for where a high school diploma or a bachelor’s or master’s degree are required can be classified under GS-1 to GS-7 grade levels. The grade level designations for jobs requiring a master’s degree, additional years of work experience over the entry-level level, or management as well as supervisory work are assigned to GS-8 through GS-12 categories. Advanced and professional qualifications are required for positions like psychologists, doctors and those requiring high-level specialists which are classified as G2-13 through GS-15 grade levels.

Locality Pay

Locality pay is in addition to the base pay of a position on the General Schedule scale to account for living costs in the area. At the time of writing, around 35 metropolitan areas receive a special locality salary, which is greater than the normal adjustments received by the rest in the United States.

The standard adjustment rate, for example it was 14.16 percent in 2011. Still, employment in Atlanta is paid a locality rate in the amount of 19.29 percent, while those working in Los Angeles receive a locality pay of 27.16 percent, respectively. Multiply the percentage of locality pay with the GS Base Rate, and then add the number to the base rate to get the total annual wage.

GS Steps

There are ten different stages in each of the General Schedule classes and each one offers a somewhat better wage than the one preceding it. In the case of federal employees, most departments and agencies offer starting salary at Step One in your grade. Additionally, you may be in a position to negotiate “up” the Steps if you feel that your previous work experiences warrant a higher level.

Review of performance is conducted on a regular basis, and after each study, the team member becomes qualified for a raise equivalent to the next level, at the discretion of the manager or supervisor. The evaluation of performance occurs every annually for the steps One through Four with the exception of Step Five, which occurs every two years. When it comes to Steps 5 through 7, evaluations are conducted every two years, and in the case of Steps 8 to 10, they are shown each year for three years.

Grade-Level Promotions

Career ladders are available for federal government employees in specific positions, such as administrative and professional roles that allow individuals to climb the levels to be promoted to higher grade levels to be considered for the position you are applying for. Generally speaking, if this type of career ladder opportunity is available for the job you are applying for it will be mentioned in the federal job vacancy notice.

Certain professions have ladders which rise at grade-level intervals (for example, GS-5 to 7 and then 9), which means that, if you’re promoted, you’ll be to a higher grade. Your yearly performance evaluation will determine whether or not you are eligible for this promotion. Pay increments of at least several thousand dollars are often related to moving upwards one or more GS grades in the Federal Government.
