Grade Levels

GS-1 through GS-15 is the category of grade that is used for the General Schedule, loosely characterized by the degree of difficulty, responsibility and skills required for a given job. The General Schedule is divided into fifteen distinct grade level classifications. When it comes to an occupation the grade level represents the beginning salary, with higher grade levels representing the highest amount of income.

The majority of entry-level positions which a high school diploma or a bachelor’s degree might be required will be listed as being GS-1 to the GS-7 grades. Grade levels for positions that require a master’s degree further years of experience that go beyond entry-level, or management or supervisory experience are classified into the GS-8 to GS-12 categories. Professional and advanced qualifications are required for positions like psychologists and doctors and positions that require specialist qualifications at the highest level and are classed as G2-13 through grades GS-15.

Locality Pay

Locality pay is included in the base pay of a position in the General Schedule scale to account for the living expenses in the region. As of the date at the time of writing, approximately 35 metropolitan areas are eligible for a particular locality pay, which is higher than the typical allowances received by the remainder part of the United States.

The standard adjustment rate, for example is 14.16 percent in 2011. However, employees in Atlanta gets a locality payment that is 19.29 percent, while the residents of Los Angeles receive a locality pay of 27.16 percent, respectively. Multiply the percentage of locality pay times the GS base salary, and then add that number in addition to your base salary to arrive at your total annual earnings.

GS Steps

There are ten distinct levels in each of the general Schedule classes that each offer an averagely higher salary than the step before it. In the case of federal employees, most agencies and departments give beginning wages at the beginning of Step One in your grade. At the same time, you may be in a position to negotiate “up” the Steps if you think your prior experience justifies a higher income level.

Review of performance is conducted on a regular basis and, after each evaluation is completed, the team member becomes eligible for a raise equal to the next amount, at the choice of the manager or supervisor. Performance evaluations are conducted every annually for the steps One through Four and Step Five, with the exception of Step Five, which occurs every two years. For Steps 5 to 7, evaluations are conducted every two years. And in the case of Steps 8 through 10, they’re shown every three years.

Grade-Level Promotions

A ladder for career advancement is available in certain federal government positions like administrative and professional positions and allows individuals to climb the ranks to the higher grades to be considered for the position you are applying for. If this type of career ladder opportunity is available for the position you are applying for it will be mentioned in the federal job vacancy notice.

Certain professions have ladders which ascend at intervals of grade levels (for example, GS-5 to 7 before moving to 9), which means that if promoted, you’ll move up two grade levels. The annual performance review will determine if you are eligible for this promotion. Pay increases of at least several thousand dollars are typically related to moving upwards one or more GS grades within the federal government.
