Grade Levels

GS-1 through GS-15 is the grade-level category that is used in the General Schedule, loosely characterized by the degree of difficulty, responsibility and skills required for a specific job. In the General Schedule, there are broken down into 15 separate grade level classifications. In the event of an employment position, the grade level assigned indicates the starting compensation, with higher grades representing greater income.

Generally, entry-level positions for which a high school diploma or bachelor’s or master’s degree are required will be listed as being GS-1 through the GS-7 grades. The grade level designations for jobs which require a master’s or additional years of experience beyond entry-level, or management as well as supervisory work are assigned to the GS-8 through GS-12 categories. Professional and advanced degrees are required for certain positions such as doctors and psychologists and those requiring high-level specialists which are classified as G2-13 through GS-15 grade levels.

Locality Pay

Locality pay is added to the base wage for a job within the General Schedule scale to account for living expenses within the area. At the time at the time of writing, approximately 35 metropolitan regions get a particular locality pay, which is greater than the normal adjustments that are offered to the rest part of the United States.

The typical adjustment rate, in this case of 14.16 percent in the year 2011. However, employees in Atlanta is paid a locality rate in the amount of 19.29 percent, and those in Los Angeles receive a locality pay of 27.16 percent, respectively. Multiply the percentage of locality pay times the GS basis rate and then add the number by the rate of base to calculate your annual salary.

GS Steps

There are ten levels in each of the General Schedule classes, each of which offers some sort of higher pay than the step before it. For instance, many federal departments and agencies offer starting pay at the Step One in your grade level. At the same time, you may be able to negotiate “up” the Steps if you feel that your previous work experience warrants a greater income amount.

Performance reviews are conducted regularly and, after each evaluation each team member is eligible for a pay increase equal to the next grade, at the discretion of the manager or supervisor. The performance evaluation happens each annually for the steps One through Four and Step Five, with the exception of Step Five, which occurs every two years. When it comes to Steps 5 through 7 the evaluations are carried out every two years, and when it comes to Steps 8 through 10, they are shown each year for three years.

Grade-Level Promotions

A career ladder is available in particular federal government employment, such as administrative and professional jobs, which allows you to advance through the levels to be promoted to higher grade levels for your position. If this type of career ladder opportunity is available in the position you’re applying for it will be listed in the notice of federal job vacancies.

Some occupations have ladders that are able to be climbed at grade-level intervals (for example, GS-5 , then 7, and finally 9) This means that, if you’re promoted, you’ll go up two levels. Your yearly performance evaluation will determine if you are eligible for this promotion. Pay increments of several thousand dollars are typically associated with moving up one or more GS grades within the Federal Government.
